I want a dot-RS domain name, and I can’t seem to find any place that lets me purchase one, as an American citizen. I have accounts at GoDaddy and 1and1, but neither one will register dot-RS domain name. Any suggestions or methods as to how I could go about doing this? Also, what should I expect (in USD) for a price? Will it cost more or less than my currently-owned domain names (dot-com domain names from 1and1, free registration, $6/year)?

I get so sick of dealing with this stuff. How can these people have the nerve to ask $100+ for something that cost them $8-$15 to register.
It just kills me that i get clients that have certain domain names in mind, i search for the domains and find they have been registered, but the site is just some generic page with a big “This domain is for sale.” When i tell the client how much it costs, it might seem like i am trying to jack the price up on them.
I had one client that was dead set on the domain name, so i purchased it for $100 and then had to renew the registration 3 months after the purchase.
I am very reasonable on my pricing when it comes to design, i dont pump the price of the registration or hosting up. How do i tell clients that the site name they want, which should cost $8-$15 to register for a year, costs 10-20x’s more.
I know i could appeal to the ICANN to try to get the domain, but the process would take too long.
mike, that is true to an extent, but if thats acceptable behavior, then why would ICANN take domains away from people so it can be used for a legitimate business?
They may have registered it and held the registration for some time, but they do not own anything. The government owns it. We are basically leasing it
